    The Mayor’s Office of Contract Services (MOCS) oversees and supports the procurement activities of City agencies, with a goal to ensure fairness, transparency, efficiency and cost effectiveness. The Director is the City Chief Procurement Officer. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS partners with industry groups to implement policies and tools that streamline and modernize procurement, resulting in the delivery of quality services to New Yorkers. Team members operate in a fast-paced, collaborative, service-oriented environment, where flexibility and ability to achieve results are valued.

    Under the direction of the Deputy Director, with latitude to exercise independent judgment, the Business Optimization Associate Director is responsible for executing related duties and responsibilities:

  • Procurement Planning and Strategic Sourcing Advisor — function as a procurement subject matter expert and policy advisor, expanding the knowledge-base of division personnel, enhancing the impact of agency-wide initiatives, and assisting agencies with procurement planning and strategic sourcing;
  • Project manager — monitor and enhance cross-unit projects, ensuring maximum collaboration and implementation efficiency, and mitigating any project risks;
  • Design lead — serve as a representative for all PASSPort Releases, specializing in procurement and contract management; provide documentation to advance system design and business process reengineering; update policy and guidance materials; and provide stakeholder support to enable efficient use of new technology system;
  • Engagement lead – lead at stakeholder sessions, collect and analyze feedback, and provide ongoing support efforts for existing agency operations;
  • Special projects coordinator — manage an evolving portfolio of ad hoc assignments, directly contributing to or marshaling resources to ensure success, and representing the division or agency as needed.

Minimum Qual Requirements

1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four year high school diploma or its educational equivalent plus four years of experience as described in “2” above; or
4. A satisfactory equivalent combination of education and experience

Preferred Skills

  • Experience with collecting data and analyzing data to see trends and extrapolate conclusions, opportunities for improvement and successes.
  • Experience conducting, synthesizing and analyzing research. Familiarity with information sources, including academic publications, news portals, Lexis/Nexis and online research databases.
  • Ability to succinctly and effectively communicate verbally and in writing across internal and external stakeholder communities, including the presentation of data analyses.
  • Sound judgment and appropriate discretion when engaging with varied stakeholders, many with competing interests.
  • Ability to meet deadlines and work independently in a fast-paced environment, while paying close attention to details.
  • Experience in public policy analysis, government contracting and/or operations is preferred.
  • Experience with Procurement and Sourcing Solutions Portal (PASSPort), Financial Management System (FMS), Automated Procurement Tracking System (APT), Direct Online Ordering System (DMSS), Procurement Policy Board Rules, Vendor Source, SBS Online Directory, and VENDEX.
  • Experience with juggling multiple priorities, exercising independent judgment and working both alone and with a collaboration of colleagues within the Department.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

This title must comply with Executive Order 131, which mandates residency within New York City (five boroughs).
