Under the general direction of the Quality and Innovation Branch Manager, the WIC Data and Reporting Analyst performs simple to moderately complex data analyses, and creates representative data visualizations. Works directly with program staff to perform various ad-hoc and project-based data analytical and reporting services requests and projects. These services include both routine operational data analysis and reporting, as well as customized business intelligence services. This role serves as an analyst for WIC’s public information request process. Complies with applicable policies, standards, guidelines and procedures of HHSC, and DIR for information technology and/or business improvement projects. Work also involves coordinating project activities with other programs in the agency and external organizations; and assuring adherence to project goals. Performs related duties as assigned, with limited latitude for the use of initiative and independent judgment.

Additionally, this position works closely with the steering committee, the project teams, other program staff, and external stakeholders to ensure program priorities and requirements are met in design of WIC systems. Oversees and provides guidance to program staff in the development of federally required program components of an enhanced client service delivery system. Reviews and evaluates information on WIC service delivery system methods to make recommendations for improvements.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(45%) Performs simple to moderately complex data extractions, analyses; and creates representative data visualizations covering diverse needs, for diverse levels of customers. Follows prescribed methods, best practices, and procedures for delivering data analytics and reporting services, working with WIC’s diverse data information technology, data assets, and database infrastructure; including WIC’s Management Information System (MIS) and Electronic Benefit Transfer System (EBT). As needed or as otherwise directed, leverages validated external data sources to bring enhanced context and insight to any newly identified or known trends discovered within WIC data assets, in support of WIC operational and business intelligence level analytics projects. Works with the all Units within WIC and other programs in HHSC, as applicable, for data related project work, assuring compliance with state and federal laws, regulations and policies.

(35%) Supports projects requiring either custom queries, data file extractions, data analysis methodologies, or reporting. Supports other WIC staff, in understanding how to best leverage WIC data, assure its accuracy, and assure compliance to data privacy rules and regulations.

(15%) Supports analyses of data related processes and operational protocols, that support process and operational improvements, discovered through various analyses.

(5%) Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or locations.


Knowledge Skills Abilities:
  • Knowledge of State and Federal fiscal and program regulations, policies, and procedures.

  • Skill in using a PC and Microsoft Project, Excel, Outlook, PowerPoint, Access, or Word.

  • Skill in using specific database utilities and analytical software tools, such as SQL Server Management Studio, Microsoft Power BI, and Tableau

  • Skill in writing database queries in SQL syntactical language.

  • Skill in analyzing large amounts of data

    Initial Selection Criteria:
    1.At least 2 years of working experience relating to data or reporting analysis
    2.Experience identifying data anomalies, conducting trend analysis, or creating trend reports
    3.Experience preparing reports, analyzing data, or extracting data using SQL programming language
